Request for Proposals – Market Analysis
The Greater Poplar Bluff Area Chamber of Commerce is seeking proposals from qualified vendors to conduct a market analysis for the five-county region of Butler, Carter, Reynolds, Ripley and Wayne. A market analysis is needed to assess the current business market in the targeted industry clusters of manufacturing (industrial), tourism, and retail in the primary trade center of Poplar Bluff, MO and the surrounding five counties.
The market report will be the specific deliverable completed by a contracted firm specializing in economic analysis and will include:
A demographic study;
An industrial development plan with laborshed analysis;
Strategies for tourism expansion;
A retail market assessment; and,
A downtown revitalization plan for the City of Poplar Bluff including a retail market analysis for downtown only.
Scope of Work: The demographic study will analyze the makeup of the five-county region including population, income, and housing.
The industrial development plan will include strategies for recruiting manufacturing and associated clusters to the City of Poplar Bluff the industrial hub of the 5-county region. A laborshed analysis is also required.
Tourism expansion strategies will include recommendations for supporting current tourism opportunities and ideas for expanding the industry, including the addition of hospitality-related business and services.
The retail market assessment will include a retail leakage and gap analysis, a retail shares study, identification of individual business types, and a determination for opportunities for new or expanded businesses in each county and within the Opportunity Zone in Poplar Bluff.
The downtown Poplar Bluff revitalization plan will provide the region with strategies for improving the downtown for shopping, tourism, and quality of life opportunities. A retail market analysis for downtown Poplar Bluff is also required.
Timeline: The contractor should provide a timeline for completion of each scope of work item in their proposal response. All scope of work items and a draft of the printed analysis to be provided to the Poplar Bluff Chamber by October 31, 2020 for review and approval. Any revisions requested by the Poplar Bluff Chamber shall be completed with a final analysis, in both printed and electronic versions, by November 30, 2020.
Information provided in the proposal must include at a minimum:
1) The training, specialized experience and technical competence of the firm with respect to economic analysis or related work;
2) The capacity and capability of the firm to perform the work in question before the deadline date of November 30, 2020;
3) The past record of performances of the firm with respect to such factors as quality of work and ability to meet scheduled deadlines;
4) A timeline for completion of each scope of work item;
5) The firm’s familiarity with the Ozark Foothills area;
6) References and experience of previous work; and
7) Total, fixed cost to complete the project per the “Project Specifications”.
